Under the Government’s Resolution No.07/NQ-CP dated on January 12, 2026 on assigning target to build social houses at localities in the 2026-2030 period, Ninh Binh has been assigned to complete 24,336 units. Therefore, Ninh Binh is inquiring functional agencies, investors to focus all resources to speed up progress of building social housing.
A delegation from the Ministry of Construction, led by Deputy Minister Nguyen Van Sinh, on March 19 inspected the implementation of social housing projects in the northern province of Ninh Binh.
PM Chinh instructed relevant agencies to continue revising the decree toward expanding beneficiaries and adjusting income ceilings. Proposed thresholds include a maximum average monthly income of 25 million VND (950 USD) for single individuals, 35 million VND (1,330 USD) for single parents raising minor children, and a combined monthly income of up to 50 million VND (1,900 USD) for married applicants.
Facing the pressure of progress and the requirement to complete the target in 2025, Ninh Binh is focusing resources, mobilising the coordination of departments, sectors and enterprises to promote social housing projects.
The PM underlined that the programme to build 1 million social housing units by 2030 is a major and humane policy of the Party and State to ensure progress, justice, and social welfare, ensuring that “no one is left behind.”
